Windows Update is now corrupted. You should see a list of all your connections. After much searching I was able to finally find an unopened Microsoft Works 9 for sale & download it successfully which I had doubts about from all the blogs I read,

I did everything you said step by step and BAM!!!!!! This can tell you if your ISP's DNS server may be faulty. Find out what DNS server is being used with nslookup You can use the nslookup command to find out a ton of information about your DNS resolution. You sir are the guiding light of our Lord and Savior RNGesus.
After a lot of different approaches I found your solution. Once I pointed that DNS entry to new DC/DNS server, problem solved.
